Andre Villas-Boas has refused to comment on reports linking Chelsea with Anderlecht striker Romelu Lukaku.
Sky Sports sources believe the Blues have made a bid for the 18-year-old Belgium international, who has valued at around £20million by his club.
But speaking during his side's pre-season trip to Asia, Villas-Boas claimed he is biding his time before making his move in the transfer window.
The Blues boss wants to weigh up whether to keep the likes of Daniel Sturridge, Ryan Bertrand and Patrick van Aanholt in his first-team squad this season after each went out on loan last term.
The new Chelsea chief has therefore urged fans to be patient while he assesses his options and decides which areas need strengthening.
"You know how frenetic the market gets in the last few weeks of August," he said. "It always happens like that.
"I understand the fans want and expect new signings and radical changes but I think it's valuable that we are assessing things as they are.
"Daniel is back from a loan, Ryan is back from a loan and Patrick is back from a loan - this has a value for us and it must have a value for Chelsea supporters as well.
"We are not taking decisions lightly and we are pondering every situation in order to go into the market for the things that we really need and not to go in chaotically and commit mistakes.
"In the end you have to put a squad together that enables you to be successful."
