Udinese midfielder Gokhan Inler has yet to agree personal terms over a summer switch to Napoli.
The Switzerland international is set to join the southern club in a deal worth an estimated €20million (around £17.8m).
The two clubs have agreed a fee but Inler is still in negotiations with Napoli, who finished third in Serie A last season.
"We reached an agreement with Napoli two weeks ago," said Udinese owner Giampaolo Pozzo.
"Before we agreed, we spoke to Gokhan and he said he was happy with the destination. The transfer fee was around 20 million euros.
"Now Inler and (Napoli president Aurelio) De Laurentiis have to agree the financial terms, which is something that has nothing to do with us."
Inler, who was also a reported target of Juventus, joined Udinese in the summer of 2008 from FC Zurich.
The 26-year-old scored three goals in 33 league appearances for Udinese to help the Friuli outfit finish fourth and also secure a Champions League place.
