Rotherham boss Andy Scott has offered "top-end" contracts to Nicky Law and Ryan Taylor in a bid to keep them at Don Valley.
Midfielder Law, 23, and 22-year-old striker Taylor are out of contract and look set to leave the club after missing out on promotion from League Two.
The Millers, who would be entitled to compensation should the pair depart, are desperate to keep them, which is reflected in the size of the offers.
"They have got other options that they are pursuing but we're hopeful of keeping them here," Scott said.
"There has been a lot of interest in both players but I am trying to persuade them that this is the best place for them to develop their careers.
"The deals we have offered is at the top end of our wage scale and representative of how important they are to us. For young lads like that to be offered contracts like they have by us is a statement of how much we want them."
