West Brom say they cannot guarantee Carlos Vela regular first-team football if he joined the Baggies permanently this summer.
The Mexico international will finish the campaign with West Brom having joined on loan from Arsenal in January.
However, Vela has only made three starts for Albion and first-team coach Michael Appleton does not believe his situation will change.
Appleton is unsure whether the forward is for sale or even if he wants to come back, however, West Brom are determined to strengthen.
"We don't know what kind of transfer fee Arsenal may or may not put on Carlos' head or whether the boy wants to come back to the football club," Appleton commented.
"Maybe he'll just want to go somewhere he knows he is going to play every week. I don't think we are in a position where we can promise that.
"We've got a really competitive squad and want to make it even more competitive."
