Inter Milan president Massimo Moratti is refusing to confirm whether Mario Balotelli will be joining Manchester City this week.

The 19-year-old starlet is being tipped to move to Eastlands along with Aston Villa's England international James Milner.

City were thought be to closing in on a deal for Balotelli, but Moratti has not confirmed a transfer fee has been agreed with the Premier League outfit.

The Nerazzurri supremo has said there have been few developments in recent days and that anything is still possible.

"There are no big steps. We will see," said Moratti.


Meanwhile, Moratti is playing down talk the club could move for Liverpool's want-away midfielder Javier Mascherano due to the Argentina international's asking price.

Mascherano has been linked with a move to the Serie A champions to be reunited with ex-manager Rafa Benitez at the Giuseppe Meazza.

Moratti is not ruling out a bid for the 26-year-old, but states that until someone is sold and funds can be raised that €30million (£24.8m) is out of their price range.

"At this moment, we're unable to make any transfers of this magnitude," he continued.

"We're happy with the youngsters. So we can stay calm.

"Mascherano for €30 million? It's not possible at this price because we haven't sold anyone.

"The same goes for (Genoa's Giuseppe) Sculli. If we don't sell, we won't buy."
