Centre-back Timothy Derijck is looking forward to joining PSV after they agreed a deal with ADO Den Haag for his services.
The Eindhoven club are thought to have offered €750,000 for the 24-year-old, triggering a release clause in his ADO contract.
Belgian stopper Derijck is expected to join the Eredivisie giants once personal terms have been agreed.
He told Sport Promotion: "After Karel (Jansen, his agent) told me PSV were interested I got butterflies.
"This was something I had been hoping for for a long time. PSV are, for me, a real step ahead."
Derijck joined ADO from Feyenoord in 2009 after failing to break into the Rotterdammers' first team.
However, since arriving at the Kyocera Stadion he has established himself as one of the Eredivisie's most respected defenders.
PSV are keen to bring in a central defender to fill the gap left by the departure of Francisco Javier Rodriguez, who joined Stuttgart earlier this summer.
They were thought to be chasing AZ Alkmaar defender Niklas Moisander but could not agree a fee for the Finnish stopper.
