Following an investigation, the FIA have decided the Silver Arrows and the tyre manufacturer will face their International Tribunal as the test may have contravened Formula 1's Sporting Regulations.
Rosberg's victory in Monaco has been overshadowed by the controversy surrounding the preceding three days of running at the Circuit de Catalunya, but the German insists Mercedes gained no advantage.
"It was a full on Pirelli test - they dictate what we do," the 27-year-old told Sky Sports News.
"We have no say whatsoever - they say you are doing that, that, that and that and the engineers that they have run our programme. So it is not for us to learn anything or to decide on anything that we do."
Following the FIA's announcement on Wednesday night, Testgate is sure to remain in the headlines at this weekend's Canadian GP, but Rosberg insists he is not distracted by off-track events.
"Not at all, the team is handling it and I am fully focussed on what I am doing, it has had no impact on me," he added.
"I have no noticed anything different in the preparations. I know the team are working closely with the FIA to get through it quickly."
