The eight-weight world champion, who has lost his last two bouts having gone seven years unbeaten prior to that, headed to Asia, where the fight will take place, to try and increase the popularity of the sport in the region.
The 34-year-old insists that he will be totally prepared by the time the fight comes around and says that any political work that may cause him to lose his focus has been put on hold whilst he is in training.
"I have time for serving people as a politician and I have for boxing," said Pacquiao.
"If I have schedule like this, if I am in training, we set aside things that might distract us from our training.
"We focus on our training, we have to make sure we're in 100% condition for the fight."
His clash with Rios is due to take place in November in Macao, China.
