The 21-year-old fights under the Hatton Promotions banner but will feature on the bumper Matchroom bill at the Echo Arena headlined by the return of Tony Bellew.
And Ricky Hatton is predicting big things for the 13-0 youngster who has five wins inside the distance.
"This is a massive opportunity for Jazza to win his first professional title in front of his home crowd," said Hatton.
"We've had a few problems getting any one to fight him and I imagine that's been a little bit frustrating for him, but he's got his chance now and I expect him to grab it with both hands.
"I've said before that Jazza is a bit of a dark horse in super-bantamweight division and people like Scott Quigg and Carl Frampton should keep an eye on him because I don't think it'll be too long before he's snapping at their heels."
The British Boxing Board of Control had ordered Dickens to take on Sheffield's Kid Galahad (real name Barry Awad) for the vacant title, but Galahad's team pulled out before it went to purse bids.
Galahad's trainer Dominic Ingle told Sky's Toe2Toe podcast: "We want Barry to move up to bigger titles than the English - no disrespect - but we've got our sights set higher.
"Barry's fighting on the 23rd of March and the fight would have got in the way of that date. We're looking at fighting the likes of Frampton and Quigg, and I'm sure Jazza is too.
"But Barry's higher in all the ratings and really, fighting Dickens is a step back."
We will be live and interactive from the Liverpool Echo Arena on March 30 for 'No Retreat No Surrender' featuring Tony Bellew vs Isaac Chilemba and Derry Mathews v Anthony Crolla.
