Jenkins returned two interceptions for touchdowns during the 31-17 rout, with the 24-year-old the first Ram - and the first NFL rookie since 1960 - to achieve the feat.
Jenkins snaffled passes from Ryan Lindley to score from 36 and 39 yards as the Rams moved to 4-6-1 for the season.
Quarterback Sam Bradford also connected with Lance Kendricks and Chris Givens - both from 37 yards - as he completed 8-of-17 attempts for 209 yards.
"What a great game by Janoris," Rams defensive end Chris Long told Associated Press.
"I'm really proud of him. I'm happy for him. When you get one turnover for a score, your chances of winning go up exponentially, so if you get two, I don't know what the statistic is, but when you do it two times with the same player, it's pretty awesome."
Lindley endured a nightmare first start in the NFL as he was intercepted a further two times during the loss.
The draft from San Diego State did complete 31-of-52 passes for 312 yards but the interceptions proved costly.
Beanie Wells rushed for touchdowns from one and 12 yards for the Cardinals but it was all in vain.
